BHUBANESWAR: Over 15,000 Siksha Sahayaks (SS), who were either regularized or have become eligible for regular posts of teachers, have not received their salaries for the past 11 months.
"I have been meeting my expenses by borrowing money, promising repayment after receiving my salary. But the salary is nowhere to be seen. It is difficult to manage," said a teacher.
The newly regularized teachers cannot hope for respite for at least a few more months. "No budgetary provision was made for their salary in the last budget because they were regularized after the budget. They would get their full salary after the government makes a supplementary budget provision," said Shukadeb Das, director of elementary education.
The teachers, however, will get paid for the month of November in December, the director said, as one month's salary could be managed from the last budgetary provision.
The Siksha Sahayak Sangha has expressed strong resentment over the delay. "It shows the non-serious attitude towards teachers though the government is supposed to prioritize school education after Right to Education Act was enforced. The teachers are not in a position to sustain their families," said Prashant Mahapatra, general secretary of the Sangha.
Mahapatra said the government should take urgent steps to correct the mistakes and release teachers' salaries as soon as possible.
According to government policy, an SS becomes a regular teacher after serving for six years. While the government has issued regularization orders of those appointed six years ago in 11 districts, it is yet to issue such orders in nine other districts.
An SS gets a fixed monthly remuneration of Rs 4,000 per month. They become junior teachers after three years of service to get Rs 4,500 per month. When regularized after six years, they become regular teachers, entitled to a payment of Rs 11,544 per month Read more
